Overview
The EFAS Care Steering Group is developing the tariff structure for KVG care services and the future tariff structure organization with the support of HSLU - Business.
In November 2024, voters approved the amendment to the Federal Law on Health Insurance (“Uniform Financing of Outpatient and Inpatient Care [EFAS]”).
From January 1, 2032, compulsory long-term care services under the compulsory health insurance scheme will be financed according to the same distribution key (insurers maximum 73.1%, cantons minimum 26.9%). The cantons and tariff partners for KVG care services are required to set tariffs for KVG care services (Art. 7 KLV) and to define accordingly which tariff structure(s) will be used and how the tariff structure organization will be set up. The timeline is extremely tight until the planned entry into force in January 2032.
The GDK, prio.swiss and ASPS, CURAVIVA/ARTISET, SBK, senesuisse and Spitex Switzerland intend to tackle this challenge together through close cooperation. To this end, they have established the EFAS Care Steering Group. Its goal is to complete the preparatory work with regard to tariff setting, tariff structure(s), tariff organization, and their composition within the specified time frame.
A team from Lucerne University of Applied Sciences and Arts Business School, led by Hannes Blatter, lecturer and project manager, is supporting the cantons and tariff partners in this challenging undertaking and is responsible for project coordination.
