Overview
Bashki te Forta 2 has committed itself to a new municipal performance management system and a performance-based grant mechanism in place. This sub-project is about developing a national performance management mechanism that will monitor the achievement of governance and service provision by municipalities and the design of an on-system performance-based grant scheme (and supporting knowledge networks) that is expected to incentivize municipalities for improved service delivery for the citizens of their communities. Furthermore, the Bashki te Forta will support the establishment of an Academy with the purpose of further strengthening the capacity of municipal staff and council members. HSLU has been requested to provide methodological and technical expertise to this on-going process.
