Overview
Viet Nam aims to make significant breakthroughs in the development of science and technology, innovation, and national digital transformation. Despite considerable progress, significant challenges persist in areas on database development, inter-agency data sharing, cybersecurity measures, and capacity building for public leaders. Viet Nam’s digital platforms have faced delays in defining regulatory frameworks, and its architecture impedes uptake. Leadership also identified capacity gaps as a problem, including limited digital skills among leaders and technical staff, hindering effective implementation of digital transformation. At both national and sub-national levels, fragmented efforts between central and local levels slow progress.
A study visit to Switzerland and Austria, known for their successful digital governance and innovation, is planned to inspire Viet Nam’s next steps. The visit will showcase achievements in national and sub-national coordination, innovative technologies in construction and transport, and change management and capacity building for public leaders.
This study visit aims to provide relevant international good practices to shed lights on those challenges faced by Vietnamese policy makers and practitioners via the Disruptive Technologies for Public Asset Governance (DT4PAG) program. The study visit is catered for high-level decision makers in Viet Nam from national to sub-national levels including the Ministry of Public Security (MPS), Office of Government (OOG), Ministry of Science and Technology (MOST), Ministry of Construction (MOC), Chairperson, Vice-Chairperson of local governments, Directors and technical leaders of Departments of Science and Technology, Construction, Transport, etc. who formulate and implement policies of digital transformation in various fields of public asset governance.
