Does a free arrival-departure offer for overnight guests lead to a mode shift towards public transport?

A shift from private car trips towards public transport helps to decrease CO2 emissions. Our project analyses the causal effect of the new free arrival-departure offer for overnight guests in Appenzell Innerrhoden (AI) on the mode shift.

Overview

It is still unclear if the free arrival-departure offer for overnight guests such as in the Canton of Appenzell Innerroden shifts car trips towards public transport. To further develop offers and services for trips with overnight stays, it is crucial to evaluate the shift effect of the free arrival-departure offer. Using matching methods, we identify statistical twins in comparable regions without a free arrival-departure offer. Then, we compare the mode choice of the overnight guests in the Canton of Appenzell Innerroden to their statistical twins. Therefore, we can estimate the causal shift effect and identify the customer segments won with the offer.
