Management and Organisations The governing bodies of the Lucerne University of Applied Sciences and Arts

The Lucerne University of Applied Sciences and Arts is led by its President, Barbara Bader. Its strategic body is the Governing Council. The Intercantonal Council is made up of representatives of the six Central Swiss cantons. 

The Lucerne University of Applied Sciences and Arts is funded by the six Central Swiss cantons of Lucerne, Uri, Schwyz, Obwalden, Nidwalden and Zug, which together form the Intercantonal Agreement of the Central Swiss University of Applied Sciences. The executive management of the University is composed of the President and the Executive Board. The strategic management of the University is led by the Governing Council. The Intercantonal Council is the highest governing and supervisory body, while the Interparliamentary Committee for the Lucerne University of Applied Sciences and Arts monitors the implementation of the Intercantonal Agreement.

President's Office

The President of the Lucerne University of Applied Sciences and Arts, Barbara Bader, has overall responsibility for managing its internal and external affairs. She is supported in her duties by the staff of the President's Office.

The President is entrusted with the following core duties and competencies: 

  • Chairing the Executive Board.
  • Providing leadership to the Deans of the Schools, the Dean of Finance and Services, the staff of the President's Office and the University's support services. 
  • Preparing the affairs of the Governing Council and providing leadership to its secretariat. 
  • Representing the University on cantonal, intercantonal, national and international committees. 
  • Fostering interdisciplinary collaboration between the Schools. 
  • Fostering collaboration with other universities and institutions. 
  • Fostering the exchange of knowledge and technology with the scientific and business communities, civil society and culture.

Together with his staff the President oversees the University's ability to fulfil its four areas of mandated activity in accordance with its strategy: education, continuing and executive education, research and services.

The President can call on the services of the Quality Management and Legal Services staff (systematic legal archive – in German).

Executive Board

The Executive Board is the executive management body. It is composed of the President, the Deans of the School, the Head of Digital Development & Services, the Head of Finance and Infrastructure, the Head of Human Resources and University Development, and the Head of Marketing and Communications.

The Executive Board reflects the multidisciplinary culture of the Lucerne University of Applied Sciences and Arts with its Schools of Engineering and Architecture, Business, Computer Science and Information Technology, Social Work, Art and Design and Music. The Executive Board is involved in developing and implementing the strategy, and in the decisions of the Governing Council and the President.

The Deans of the Schools are additionally responsible for running the standing committees on education, continuing and executive education and research and development, as well as the International Department and Interdisciplinarity Department.

Governing Council

The Governing Council is the strategic management body of the Lucerne University of Applied Sciences and Arts. It is composed of between five and nine representatives of industry and commerce, science, society and culture.

The Governing Council is responsible for fulfilling the mandate of the Lucerne University of Applied Sciences and Arts. It monitors the quality of the education provision, determines the organisation and selects the Executive Board. It approves the budget, the annual report and the annual financial statement on behalf of the Intercantonal Council and, upon formal request of the President, authorises the mission, the vision, the overall strategy and the framework of values of the Lucerne University of Applied Sciences and Arts.

The Governing Council adopts the provisions that regulate the rights and obligations of the students, the disciplinary measures and the relevant division of responsibility.

Intercantonal Council

The Intercantonal Council represents the interests of the sponsoring bodies vis-à-vis the governing bodies of the Lucerne University of Applied Sciences and Arts and supervises its activities.

The Intercantonal Council is composed of one member of each government of the six central Swiss cantons, Lucerne, Uri, Schwyz, Obwalden, Nidwalden and Zug. Its duties include selecting the chairperson of the Governing Council and its other members and approving the four-year mandate, budget, annual report and annual financial statement of the Lucerne University of Applied Sciences and Arts.

The Intercantonal Council is currently composed of the following cantonal councillors representing their governments:

Interparliamentary Commission for the Lucerne University of Applied Science and Arts

The Interparliamentary Commission monitors the implementation of the Intercantonal Agreement and reports to the parliaments of the Central Swiss cantons. Each of the six parliaments is represented by two members.

Co-Determination Council

The Co-Determination Council represents the concerns and interests of the employees of the Lucerne University of Applied Sciences and Arts in the context of the university’s overall governance structure. It comprises seven members, namely the Co-Determination Committee delegates of the Schools as well as the President's Office and Services.
