Die 75-jährige Sonja Erni möchte zu Hause alt werden – ein Wunsch, den viele der 1,5 Millionen Schweizer Seniorinnen und Senioren hegen. Zu Hause alt werden bedeutet ein Stück Freiheit und Lebensqualität, auch wenn sich schrittweise Einschränkungen bemerkbar machen. Deshalb besucht Sonja Erni einmal pro Woche das nahegelegene «Dienstleistungszentrum» im Quartier. Sie bringt hier ihre Wäsche vorbei, geht in die medizinische Fusspflege und bucht den Fahrdienst zur Physiotherapie. Sie nimmt aber nicht nur Unterstützung in Anspruch, sondern engagiert sich auch in der Nachbarschaft: Quartierrundgänge, bei denen sie die Seniorenfreundlichkeit des Quartiers mit kritischem Blick prüft, gehören für sie zur Pflicht. Hier hat sie schon auf schwer zugängliche Haltestellen aufmerksam gemacht.
Dieses Beispiel aus Schaffhausen zeigt, wie zeitgemässe Alterspolitik funktionieren kann: niederschwellige Unterstützungsangebote im Alltag, die lokal auf die Quartiere ausgerichtet sind, sowie ein aktiver Einbezug der älteren Bevölkerung. Die Stadt hat Altersheime zu drei quartierbezogenen «Dienstleistungszentren» mit verschiedenen Wohnangeboten und Serviceleistungen umfunktioniert. Das Pflegeheim ist nur noch für eine zeitlich kurze und in der Regel letzte Lebensphase bestimmt.
«Schaffhausen ist ein Vorbild für viele Städte und Gemeinden. Es ist höchste Zeit, die kommunale Alterspolitik weiterzuentwickeln», sagt Jürgen Stremlow, Experte für Sozialpolitik an der Hochschule Luzern. Mit der anstehenden Pensionierungswelle der Babyboomer wird sich die Zahl der älteren Bewohnerinnen und Bewohner bis 2045 auf 2,7 Millionen verdoppeln. Wollen Städte und Gemeinden als Wohn- und Lebensort attraktiv bleiben und die Aufgaben und Kosten, die auf sie zukommen, bewältigen, müssen sie ihre Alterspolitik aktiv an die Hand nehmen. Das Thema ist komplex und das Modell Schaffhausen nicht für alle geeignet. Deshalb hat sich die Hochschule Luzern mit der Studie «Gestaltung der Alterspolitik» dem Thema angenommen. Diese ist Teil eines Projekts mit der Technischen Hochschule Köln, das innovative Wege in der Alterspolitik von Städten und Gemeinden erforscht.
Erst fünf Städte mit umfassender Alterspolitik
In einem ersten Schritt haben Jürgen Stremlow und sein Team 15 unterschiedliche Schweizer Städte und Gemeinden untersucht. Die Analyse zeigt, wie Behörden das Thema planen und umsetzen, welche Formen der Beteiligung für ältere Menschen existieren, wie innovationsfreudig die Verantwortlichen sind und ob sich die Angebote am lokalen und sozialen Umfeld der Älteren ausrichten. Daraus wurde eine Typologie entwickelt, die aus fünf Stufen besteht (Details siehe Box): von Kommunen auf Stufe 1, die ihre Kernaufgaben erfüllen, bis zu Städten wie Schaffhausen auf Stufe 5, die eine umfassende Alterspolitik betreiben. «Bisher sind fünf der untersuchten Städte und Gemeinden auf der höchsten Entwicklungsstufe angekommen», sagt Jürgen Stremlow.
Aus der Typologie hat das Team Handlungsempfehlungen abgeleitet. «Eine umfassende Alterspolitik betreiben heute vor allem mittelgrosse bis grössere Städte, die über genügend Ressourcen, Fachpersonen und übergreifende Verwaltungsstrukturen verfügen», so Stremlow. Es brauche eine vernetzte Zusammenarbeit zwischen den verschiedenen Akteuren wie der Gemeinde- oder Stadtverwaltung, der älteren Bevölkerung, Dienstleistungsanbietern, Freiwilligen oder Investoren von Altersheimen. Da Alterspolitik eine Querschnittsaufgabe sei, brauche es laut Stremlow auch ämterübergreifende Gremien in der Verwaltung, die eine Altersstrategie festlegen. «Das Sozialdepartement sollte eingebunden werden, aber auch Ämter aus den Bereichen Gesundheit, Bau, Verkehr, Kultur und viele mehr».

Und die kleinen Gemeinden? Sie müssen nicht zwangsläufig auf den unteren Stufen bleiben: «Da viele von ihnen oft über beschränkte Ressourcen verfügen, empfehlen wir ihnen eine Kooperation mit anderen Gemeinden als eine zukunftsweisende Option, wie es etwa in Wallisellen, Dietlikon und Wangen-Brüttisellen der Fall ist», so Stremlow. Die drei Gemeinden spannen bei Kernaufgaben zusammen, etwa bei den stationären Angeboten in den drei Alterszentren und der ambulanten Pflege. Lokal lösen sie weitere Aufgaben wie die Förderung von Wohnangeboten mit Serviceleistungen oder die Quartierentwicklung jeweils selbst.
Die «neuen» Alten aktiv einbinden
Ein wichtiger Treiber für Gemeinden und Städte, sich mit dem Thema auseinanderzusetzen, ist laut der Studie auch die ältere Bevölkerung selbst. So gibt es in der Stadt Luzern das «Forum Luzern60plus». Dieses steht als Fachkommission des Stadtrats den Behörden, Institutionen und Vereinen beratend zu Seite und bringt selbst Anliegen zu aktuellen Problemfeldern ein – etwa zu fehlenden altersgerechten Wohnungen. «Unsere 70 Mitglieder sind eine gewichtige Stimme der älteren Generation. Und diese will mitreden und gehört werden», sagt Präsidentin Angelica Ferroni. Denn das Wissen, die Erfahrung und die verfügbare Zeit dieser Bevölkerungsgruppe sei eine unverzichtbare Ressource. «Wir Älteren übernehmen heute unzählige Stunden in der Kinderbetreuung, Pflege der Angehörigen, in der Nachbarschaftshilfe, der Freiwilligenarbeit und in vielem mehr. Wenn wir die Möglichkeit haben, unser Umfeld aktiv mitzugestalten, kommt das nicht nur uns selbst, sondern allen zugute», so Angelica Ferroni.
Luzern ist eher eine Ausnahmeerscheinung; laut der Studie gibt es noch Entwicklungspotenzial, um die Beteiligung und Mitsprache der älteren Bevölkerung zu fördern. Dies können neben Foren auch Alterskommissionen, Arbeitsgruppen zu bestimmten Themen oder Quartierbegehungen sein. Auch empfiehlt die Studie, die Bedürfnisse der Älteren systematisch zu erfassen, etwa mit Bevölkerungsbefragungen, um somit zum Beispiel Quartiere bewusst seniorengerechter zu gestalten. Zudem wichtig: Da ältere Menschen in ihrer Mobilität eingeschränkt sein können, müssen sich die Angebote an ihrem unmittelbaren Umfeld orientieren. Je nach Situation und Grösse einer Stadt oder Gemeinde kann sich dies um Quartiere (bei stark zersiedelten Gemeinden und grossen Städten), das gesamte Gemeindegebiet (bei kleineren Gemeinden mit kompaktem Siedlungsgebiet) oder eine Region (bei einer interkommunalen Kooperation) handeln.
Eine «Toolbox» für Gemeinden
Angesichts der Komplexität gibt es kein Standardrezept, betont Jürgen Stremlow. «Jede Stadt oder Gemeinde muss für sich eruieren, welche Strategie sinnvoll ist.» Deshalb arbeitet sein Team mit Unterstützung von Wirtschaftswissenschaftlern derzeit an einem «Kompass kommunaler Alterspolitik». Geplant ist etwa ein Instrument, das die Wohnverhältnisse der älteren Bevölkerung analysiert, oder Tools, die helfen, den künftigen Finanzbedarf für Pflege und Betreuung zu ermitteln. Wie nun die Gemeinden und Städte diese Fülle an Erkenntnissen, Empfehlungen und Instrumenten nutzen, wird sich zeigen. «Wir können ihnen als Sparringpartner dienen und ihnen den Spiegel vorhalten. Handeln müssen sie aber selbst», so Stremlow. Sicher ist: Alterspolitik wird eines der wichtigsten Themen der nächsten Jahre. Und wie eine Gesellschaft mit ihren alten Menschen umgeht, zeigt ihr wahres Gesicht und ist Gradmesser ihrer Menschlichkeit.
